The program follows the basic lines of previous savings programs with three points to highlight. Firstly, in the “Savings” section, the costs of interventions that have been carried out after February 1, 2020 will be eligible. Secondly, Energy Efficiency Certificates (EPC) issued after November 27 will be accepted. of 2017, however, the issuance cost will only be eligible for those issued after February 2020. Third, for interventions under the chapter “Renew” as the start date of the expense, the eligibility was set for October 26 2022, that is, the date prior to the publication of the program guide.

The basic conditions for the beneficiaries to be included in the program are that they have a family income of up to 50,000 euros for the “Save” part and up to 20,000 euros for the “Renew” part. To join “Renew” it is mandatory to first join “Execonom”. Only one application per beneficiary is allowed in the program. In addition, one application will be accepted for each eligible residence. The goal of the program is to save primary energy by at least 30% and improve the energy category by at least three energy classes compared to the existing classification.

To participate in the program you must:

  • have access codes to TAXISnet.
  • In the event that there are pending “regularization” of urban irregularities in the property, the subjection to some legalization law should have preceded the presentation of the application to the program. A subsequent declaration will only be accepted if there is a deviation of up to 7 m2. Likewise, the declaration of Electronic Identity of the Building must be in final process.
  • Before submitting the application to the program, the issues pending in the settlement of the income statement (E1), in the property lease statement (E2) or in the property data statement (E9) must have been resolved. All three forms must have the power supply number.
  • in case of acquisition of the property after 12/31/2021, the data in E9 must have been modified first.
  • if there are multiple joint owners of an eligible residence, only the joint owner who owns the residence will be eligible to participate in the program. If it is inhabited by a third party, the right to participate in the program will be given to the co-owner with real right of full ownership/usufruct (not small property).
  • If there are several beneficiaries in the property, the consent of the co-owners must be obtained and the electricity supply number must be entered correctly in their E9.
  • issue an Energy Efficiency Certificate (PEA) for the property and formulate the proposal for energy saving interventions.

Conditions of eligibility of expenses for “Save”

Once the interested party obtains the necessary consents and has verified the eligibility of their residence, an energy inspector must issue the first PEA. The expense is eligible if it was issued on or after February 1, 2020. Certificates issued after November 27, 2017 are also accepted but their cost is not eligible.

Only the costs of interventions concluded after the issuance of the PEA will be eligible and in any case they must have been incurred from February 1, 2020 (eligibility start date) onwards. For the interventions in the “Renew” chapter, October 26, 2022 was set as the date of inclusion of the eligibility of the expense.

The data submitted in the application (VAT, if a foreign resident declares income, surface area of ​​the property, etc.) will be automatically verified by the interconnection of the information systems and applications of the AADE, the TEE and the program. The application to the program implies a responsible declaration and the inaccuracy of the declared information entails criminal and administrative sanctions.

To submit the application and monitor the project, the interested party must contact a technical consultant (engineer, member of the TEE), whose costs are covered by the program.

The start date for submitting applications is next Thursday and the closing date is September 15.

Participate in the “Renew” phase

In addition to the age criterion, the following conditions must be applied cumulatively:

  • Individual or Family income less than 20,000 euros
  • Real right of freehold – minimum usufruct of 50%. Small property is excluded.
  • Total value of real estate (ENFIA 2022) of all members of the applicant’s family less than 300,000 euros.

Expense Coverage

The Program covers eligible costs up to 32,500 euros, for the improvement and energy renovation of a residence. Specifically by paragraph:

Eligible “Savings” budget: Up to 22,500 euros. The program covers 45% to 90% of the amount of eligible energy interventions, while the remaining amount can be covered with an interest-free loan.

Eligible budget “Renew”: Up to 10,000 euros. Through “Ahorra – Renueva para Jóvenes” up to 30% of the amount of eligible renovation interventions is covered, while the remaining amount can be covered with a low-interest loan of up to 7,000 euros.

In the “Saving” section, with a total budget of 200 million euros (of which 40 million euros are dedicated exclusively to vulnerable households), the eligible costs refer to energy-saving interventions, such as window replacement, insulation heat, heating and cooling systems, hot water supply through RES, smarthome applications, etc.

In the “Renew” section, whose budget amounts to 100 million euros, includes reform interventions, such as renovation of bathroom and kitchen areas, replacement of the entrance door, replacement and repair of electrical and plumbing installations, as well as floors.

Beneficiaries of the “Save” section who are entitled to the subsidy agree to pay the remaining amount either with their own funds, with a loan, or with both. For the beneficiaries of the first category (individual income up to 5,000 euros or family income up to 10,000 euros) it is possible to provide a guarantee to ensure the capital to financial institutions that will cover the amount of the loan at 100% for the owner-occupied home and 80 % for free rental or concession cases.

It will not be admissible to demand guarantees from the bank, while the subsidized interest rate (fixed at 6.5%) will cover the entire duration of the loan (4, 5 or 6 years).

Beneficiaries of the “Renew” chapter must pay the full costs of the renovation interventions and will receive the grant once the verification of the completion documents has been successfully completed. The costs can be paid with capital or with a loan. The amount of the loan (with a fixed interest rate of 4%) that the beneficiary can request amounts to 70% of the eligible budget, with a maximum of 7,000 euros. The Ministry of the Interior finances 50% of the loan. and it is interest free and the balance is granted by the bank at an interest rate of 8%.

A dwelling, to be considered eligible, must be a single-family home or self-contained apartment and must:

  • It legally exists.
  • It has not been considered demolition.
  • It is used as the main residence.
  • It has been classified in an energy class less than or equal to C, based on the Energy Efficiency Certificate (PEA).

They are not entitled to present residences with active application to any of the energy improvement programs “Ecoconomisi kat’ Oikon II”, “Ecoconomi – Autonomo” and “Ecoconomo 2021”, as well as residences with short-term rental use.
